Mohammad Al-Bashir, stated regarding the rehabilitation works of the electrical grid in Saraqib, Rural Idlib: Today marks the launch of a new phase to rehabilitate the electrical grid after a 14-year outage.
The Minister added: What was destroyed by the years of war, we rebuild today with determination, work, and patience.
We are continuing to restore life to the electrical infrastructure.
The Minister of Energy, Engineer Mohammad Al-Bashir, accompanied by the Deputy Minister for Water and Electricity Affairs, Engineer Osama Abu Zeid, met with a delegation from the World Bank that included the Director for the Middle East Department, Ms. Dalia Khalifa, and the Operations Manager for the Middle East Department, Ms. Ipek Alkan, in addition to several concerned experts and specialized consultants.
During the meeting, the operational reality of the ministry was reviewed, the status of the water sector in Syria was discussed, alongside priorities for rehabilitating water and electricity stations according to national needs.
The World Bank delegation expressed their readiness to work within the ministry's priorities, affirming that they are executing projects related to the electricity and water sectors in Syria and are prepared to enhance cooperation in programs and projects that contribute to improving basic services and supporting early recovery efforts in energy sectors.
The Syrian Electricity Company signed three agreements in the energy production field with the Saudi Contracting Company "Al-Harfi," covering the implementation of solar power plant projects in the Widian Al-Rabi area in Rural Damascus with a total capacity of 760 MW, integrated with battery energy storage systems with a capacity of 1077 MWh.
On the occasion of signing the agreement, the Minister of Energy, Engineer Mohammad Al-Bashir, stated that this agreement signed by the Syrian Electricity Company (SEC) with Saudi Al-Harfi Contracting Company represents an important step toward expanding renewable energy projects in Syria.
The Minister continued his statement emphasizing that implementing solar power plants with a total capacity of 760 MW supported by battery storage systems of 1077 MWh falls within the framework of developing a more stable and efficient electrical system, enhancing reliance on clean energy sources to support energy security and achieve sustainable development.
The Minister affirmed that this agreement encourages qualitative investments and effective partnerships with specialized companies to support the development path of the energy sector in Syria.
Regarding the Ministry's achievements during the first half of 2026, the Minister of Energy, Engineer Mohammad Al-Bashir, stated:
We produced 558 million m3 of drinking water during the first half of 2026, reaching more than 15 million beneficiaries.
We drilled 189 new wells, rehabilitated 398 wells and 100 pumping and filtration stations, and repaired 3,420 water pumps.
We installed 167 solar energy systems, maintained and installed 480 generator sets, and executed and rehabilitated over 10,000 km of water networks.
We constructed 16 sewage treatment plants, executed over 2,686 km of sewage lines, and conducted more than 50,000 repair operations.
We eliminated 14,643 violations on water networks and operated 27 rationing-exempt lines to ensure continuous water pumping across various governorates.
These results reflect continuous efforts to enhance water security, develop infrastructure, and improve service quality, and we will continue working.
In the electricity sector, the Minister stated:
During the first half of 2026, the electricity sector produced about 10 million MWh, and supply hours increased from about 8 hours to 20 hours daily and even more in some regions.
New solar energy projects with a capacity of 420 MW were executed, in addition to constructing and replacing hundreds of kilometers of grids, 800 transformer stations, and over 50,000 meters.
Regarding the reinstatement of employees dismissed due to their stance supporting the blessed Syrian revolution, the Minister of Energy, Engineer Mohammad Al-Bashir, stated that the Ministry of Energy continues to restore rights to their owners; returning those wrongfully dismissed is not merely an administrative procedure, but the restoration of a stolen right.
The Minister said: Across the Ministry's sectors, we received 13,523 applications, completed contracting and reinstatement procedures for 5,971 of them, with 2,841 currently under contracting, while processing continues for the remaining files and settling the rights of owners and deceased relatives' families based on each case.
The Minister continued: These are rights returning to their owners, and we will continue working until all files are completely resolved and their owners given justice.
The Deputy Minister for Oil Affairs, Mr. Ghiath Diab, held a meeting with a delegation from the Kingdom of Saudi Arabia to discuss cooperation fields in the oil and gas sectors and review investment and development opportunities between both sides.
The Saudi delegation was headed by the Advisor to the Minister of Energy and General Supervisor of the International Projects Office, Engineer Fouad Mosa, the Deputy Minister of Energy for Renewable Energy, Faisal Al-Duaej, Petroleum and Gas Sector Advisor Mr. Mohammad Waheeb Ba Warith, and Electricity Sector Advisor Mr. Abdulaziz Al-Shahrani.
The meeting included a general presentation on the reality of the oil and gas sector in Syria and development priorities, alongside discussing available investment opportunities and mechanisms for implementing joint projects.
In addition, future work directions were discussed, including infrastructure development, improving resource utilization efficiency, and enhancing technical cooperation in traditional and renewable energy fields.
At the conclusion of the meeting, it was agreed to hold a joint workshop next week, along with scheduling a periodic higher-level meeting starting in September to strengthen the path of cooperation between the two ministries.
The meeting was attended on behalf of the Syrian Ministry of Energy by the Director of the Petroleum Sector Regulation Administration, Engineer Mousa Al-Jabbara, the Director of Vocational Training and Qualification, Mr. Mohammad Ishaq, and the Director of Public Relations in the Oil Sector, Mr. Mustafa Maarati. Attending from the Saudi side were the representative of the Embassy of the Kingdom of Saudi Arabia in Damascus, Mr. Ghazi Al-Ouni, International Projects Office Expert Mr. Ziyad Al-Subaie, and the Head of the Energy Sector at the Saudi-Syrian Business Council and Vice President of ACWA Power, Mr. Raad Al-Saadi.

The meeting addressed studying the energy mix and its importance in supporting and developing the electricity sector in the Syrian Arab Republic, contributing to enhancing the reliability of the national grid and expanding reliance on renewable energy sources, alongside discussing technical cooperation mechanisms and knowledge exchange between both sides.
The meeting marks an important milestone in the context of cooperation between the two countries, emphasizing the importance of exchanging expertise and strengthening partnerships to keep pace with upcoming requirements and serve development plans in the energy sector.
The General Establishment for Electricity Transmission and Distribution signed a memorandum of understanding with the Saudi Contracting Company "Al-Harfi" to execute a 210 MW solar power project backed by an 827 MWh battery storage capacity.
The value of the MOU reached 250 million US dollars, and the project, which will be located in Rural Damascus, is expected to be ready within 12 months.

The CEO of the Syrian Petroleum Company, Engineer Youssef Qablawi, and the CEO of the American company HKN, Mark Rollins, accompanied by a delegation from both sides, continued their field tour in Al-Hasakah Governorate fields, holding a technical meeting with operational and executive cadres to discuss field development plans and enhance production operation efficiency.
The tour included a visit to the Tal Adas station to inspect raw crude oil collection and transport mechanisms to receiving centers and transmission lines, as well as visiting the Al-Suwaydiyya gas field to review operational and production processes and development plans.
The two delegations also visited the location known as "Nahr Al-Mawt" (River of Death) and reviewed the outcome of works that led to completely extinguishing and drying up the river after years of being one of the most prominent sources of environmental pollution in the area. This achievement represents a major step toward reducing health and environmental damage, reflecting the company's commitment to rehabilitating oil sites according to the highest safety and environmental protection standards.
The Ministry of Energy, in cooperation with the United Nations Development Programme (UNDP), discussed ways to support and develop the electricity sector during a workshop bringing together representatives from the Ministry, the Syrian Electricity Company, international experts, and donors.
The workshop covered the sector's reality and priority needs, rehabilitation and development projects, and opportunities to strengthen international cooperation to improve the efficiency of generation, transmission, and distribution systems, as well as expanding renewable energy solutions.
The CEO of the Syrian Petroleum Company, Engineer Youssef Qablawi, met with a high-level delegation from the Ministry of Energy in the Kingdom of Saudi Arabia, comprising representatives of several major Saudi companies operating in the energy sector, to discuss prospects for joint cooperation in oil and gas.
During the meeting, available investment opportunities were reviewed, areas of cooperation were discussed, and viewpoints were exchanged on topics of mutual interest to support energy sector development projects and boost investment opportunities in Syria.
Engineer Youssef Qablawi, CEO of the Syrian Petroleum Company, stated that he met in Damascus with the CEO of American HKN Company, Mark Rollins, and discussed accelerating the implementation of Rmelan fields rehabilitation programs and developing the Al-Suwaydiyya gas plant.
They also discussed boosting production through rehabilitating existing wells and drilling new wells to support increased output.
Engineer Qablawi stated: We continue working to turn partnerships into tangible projects and achievements on the ground.
As part of its efforts to foster a healthy and supportive work environment, the Syrian Petroleum Company organized a lecture titled "You First... A Journey Toward Better Mental Health in the Workplace," addressing the importance of mental health, its impact on quality of life and job performance, and introducing mental health support services available to employees.
The cadres of the Homs branch of the Syrian Company for Petroleum Derivatives continue executing rehabilitation work on domestic gas cylinders at a rate of 1,000 cylinders daily, equipping them with new safety valves within an ongoing program to raise safety standards and service quality.
These works contribute to gradually replacing old cylinders and ensuring safer, ready-to-use cylinders reach citizens across various governorates.
The Water Resources Directorate in Lattakia Governorate continues maintenance and clearance operations on several main and branch canals to raise the efficiency of the irrigation network and ensure continuous water delivery to agricultural lands.
Works included removing bottlenecks, clearing the 12th branch of the main canal (+80 level) in the Qubaisiya area, in addition to the main canal along the Banjaru - Qubaisiya axis, and following up on clearance in the main canal (+50 level) in the Rahbiya area.
A business meeting was held at the headquarters of the General Establishment for Drinking Water and Sanitation in Damascus, bringing together the Establishment's Director General, Engineer Taher Al-Omar, his deputy Engineer Khaled Al-Ghazi, and the CEO of Saudi Meters Company, Engineer Mohammad Al-Mofarrej, to discuss executive steps for launching the smart meters project and starting the installation of a pilot batch at designated locations.
The meeting addressed field execution mechanisms and ways to overcome potential challenges during installation to ensure smooth progress according to the approved timeline and ensure technical team readiness for initial system installation and operation.
Both sides affirmed the importance of continuous coordination between the Establishment and the Company to ensure the success of the pilot phase ahead of expanding the project nationwide, enhancing measurement accuracy and improving service quality provided to subscribers.
The Syrian Electricity Company (SEC) continues its efforts to rehabilitate the electrical system's infrastructure, where the North Region electricity transmission branch teams transferred and installed a new 66/20 kV power transformer with a capacity of 30 MVA at the "Al-Halwiniya" transformation station in Tal Al-Daman district, replacing the old transformer that was out of service.
This step comes within the plan to rehabilitate the station, which has been out of service since 2016 due to sabotage, aiming to bring it back into service and enhance electricity supply in the Tal Al-Daman area and the southern countryside of Aleppo.
Re-operating the station will contribute to supporting grid stability and increasing supply reliability for over 40 villages and areas, including Al-Hass, Khanasir, Al-Hader, Atshan, Al-Hajib, Al-Buwaydir, and Al-Samiriya, marking tangible progress toward restoring the readiness of the regional electrical system.
The General Establishment for Drinking Water and Sanitation in Tartus completed maintenance and repair work on backup generator sets in the Shamamis water project after they stopped due to long operational hours, with expectations of returning to service in the coming days.
The project feeds about 300,000 residents in Safita city and 45% of the Dreikish area, reflecting positively on pumping efficiency and securing water stability for beneficiary regions.
