On 2/2/2026, the President of the Syrian Arab Republic, Ahmed Al-Sharaa, issued Decree No. (18), which stipulates the formation of the Board of Directors of the Syrian Petroleum Company. The decree stipulated the following:
Article (1):
The Board of Directors of the Syrian Petroleum Company shall be formed as follows:
The Minister of Energy, Chairman
Engineer Youssef Qablawi, CEO of the Syrian Petroleum Company, Member
Mr. Qutaiba Badawi, Representative of the Supreme Council for Economic Development, Member
Mr. Muhammad Abdul Halim Aba Zaid, Deputy Minister of Finance, Member
Engineer Basil Abdul Aziz Al-Hannan, Assistant Minister of Economy and Industry, Member
Engineer Talal Mahmoud Al-Hilali, Director General of the Syrian Investment Authority, Member
Engineer Osama Hazza, Expert in the Oil and Gas Sector, Member
Engineer Imad Al-Muhaimid, Expert in the Oil and Gas Sector, Member
Mr. Farid Fanari, Legal Expert, Member
The CEO of the company shall not have the right to vote on the Board's decisions.
Article (2):
The Board of Directors shall exercise its powers and duties in accordance with applicable laws and regulations, particularly the decree establishing the company.
Article (3):
All provisions that contradict the provisions of this decree are hereby repealed.
Article (4):
This decree shall be communicated to those concerned for its implementation.
