Formation of a Permanent Committee to Determine the Prices of Petroleum Products and Mineral Resources

Resolution No. (822)

The Minister of Energy,

Based on the provisions of Presidential Resolution No. (9) of 2025,
Decree No. (150) of 2025,
Decree No. (189) of 2025,
and the requirements of the public interest,

Hereby decides the following:

Article (1):

A permanent committee shall be formed to determine the prices of petroleum products and mineral resources, consisting of the following members:

Mr. Ghiyath Diab – Deputy Minister of Energy for Oil Affairs — Chairman

Mr. Mohammad Aba Zeid – Representative of the Ministry of Finance — Member

Mr. Mousa Jabara – Director of the Petroleum Sector Regulation Department — Member

Mr. Siraj Al-Hariri – Director of the General Establishment of Geology — Member

Mr. Abdul Rahman Haj Qaddour – Director of the Energy Services Department — Member

Mr. Mukhlis Al-Nather – Representative of the Central Bank of Syria — Member

Mr. Jalal Jarrad – Representative of the Syrian Petroleum Company — Member

Mr. Akram Hammouda – Director General of the Fuel Company — Member

Mr. Mohammad Yassin Hourieh – Representative of the Ministry of Economy and Industry — Member

Mr. Hassan Al-Shawa – Representative of the Ministry of Economy and Industry — Member

Mr. Faisal Al-Hammad — Secretary of the Committee

Article (2):

The committee shall undertake the following tasks:

Studying the prices of petroleum products and mineral resources in light of the data and factors affecting their prices locally and internationally, including global prices, costs, the Syrian pound exchange rate, subsidies, and other factors.

Establishing the principles and criteria for determining and updating the prices of petroleum products and mineral resources.

Submitting the necessary recommendations and proposals to the Minister.

Article (3):

The committee shall prepare a draft of its internal regulations, which shall be issued by a decision of the Minister.

Article (4):

The committee may seek assistance from any experts, specialists, or representatives of relevant public entities as it deems appropriate.

Article (5):

Expenses resulting from this decision shall be covered from the Ministry’s allocated budget.

Article (6):

This decision shall be communicated to the concerned parties for implementation.
