Minister of Energy Issues a Decision Amending the Composition of the Syrian Technical Committee Concerned with Shared Water Resources with Iraq and Turkey

Minister of Energy Eng. Mohammad Al-Bashir issued Decision No. 1158, amending Decision No. 855 on the formation of the Syrian Technical Committee responsible for participating in the bilateral and trilateral technical meetings with the Iraqi and Turkish sides on shared international water affairs.

The decision was issued pursuant to the provisions of Decree No. 150 of 2025; the Technical Economic Cooperation Protocol signed between the Syrian Arab Republic and the Republic of Turkey in 1987; and the Euphrates River Water-Sharing Agreement signed between the Syrian Arab Republic and the Republic of Iraq in 1989, with the aim of activating joint technical and administrative cooperation on shared water affairs with the Turkish and Iraqi sides.

Under the decision, the committee's composition is as follows:

Eng. Osama Abou Zeid – Deputy Minister of Energy for Water and Electricity Affairs – Chairman

Eng. Obada Mubayed – Director of the Water Sector Regulation Department – Member

Eng. Ahmad Al-Kawan – Director General of the General Authority for Water Resources – Member

Eng. Haitham Bakour – Director General of the Euphrates Dam General Establishment – Member

Eng. Taher Al-Omar – Director General of the General Establishment for Drinking Water and Sanitation – Member

Eng. Maha Al-Rajji – International Water Affairs Department – Member

Eng. Ahmad Barhou Al-Hajj Aboud – Director of International Planning and Cooperation at the Euphrates Dam Establishment – Member

Mr. Maan Al-Marei – Representing the Ministry of Foreign Affairs and Expatriates, Legal Affairs and International Waters Department – Member

Mr. Youssef Hajj Zaidan – International Law Expert, representing the Ministry of Foreign Affairs and Expatriates – Member

The decision further stipulated that the remaining articles of Decision No. 855 (Articles 2, 3, 4, and 5) shall remain unchanged.
