Decree No. 150 of 2025: Establishment of the Ministry of Energy through the Merger of the Ministries of Petroleum, Electricity, and Water Resources

Syrian President Ahmed Al-Sharaa issued Decree No. 150 of 2025, establishing a new ministry known as the Ministry of Energy, which has legal personality and financial and administrative independence, with its headquarters in Damascus. The decree aims to achieve greater integration in government work, improve performance, and ensure the optimal provision of essential services.

The Ministry of Energy replaces the Ministry of Petroleum and Mineral Resources, the Ministry of Electricity, and the Ministry of Water Resources in all their rights and obligations, and assumes the duties and responsibilities previously carried out by these ministries.

The decree aims to enhance institutional integration, improve performance, and provide essential services more effectively. The newly established ministry will assume all duties and responsibilities previously assigned to the three merged ministries.

The decree also provides for the unification of staffing structures, the protection of employees’ rights, and the adoption of a new staffing structure and internal regulations, in addition to amending the applicable legislation to bring it into line with the provisions of the decree.

A dedicated financial unit for the new ministry will be established within the state’s general budget. The implementing instructions will be issued at a later date, and the decree shall enter into force as of the date of its issuance.
