The Ministry of Energy announces a call for Expressions of Interest (EOI) for the "Halabiya-Zalabiya" Dam project on the Euphrates River. The project entails the construction of a dam and an 81 MW hydroelectric power plant, as well as a pumped-storage hydropower (PSP) plant with a capacity of up to 1,200 MW, as part of efforts to develop water and electricity infrastructure and boost investment in the energy sector.

Expressions of Interest must be submitted to the Ministry of Energy’s headquarters in Damascus (Mashrou’ Dummar, District 1, "Former Euphrates Oil Company Building") in accordance with the conditions specified in the announcement documents. Inquiries will be accepted from October 11, 2026, to October 26, 2026, while submissions will be accepted from October 11, 2026, until the close of business on November 10, 2026.
