Petroleum Sector Regulatory Directorate at the Ministry of EnergyThe Petroleum Sector Regulatory Directorate at the Ministry of Energy is the competent authority responsible for the oversight, regulation, monitoring, guidance, and strategic planning of the oil and gas sector. Its mandate aims to ensure sound resource management, provide a stable investment environment, and achieve the optimal and sustainable utilization of national resources.The Directorate performs the Ministry’s legislative, regulatory, and supervisory role by formulating national policies, preparing regulations, frameworks, and legislation, organizing investments and licensing, and ensuring that the holding company and all sector stakeholders comply with national standards.The operational and executive role is entrusted to the Syrian Petroleum Company.General Objective of the DirectorateTo achieve sound governance and comprehensive regulatory efficiency in managing the petroleum sector through:Establishing regulatory frameworks and policies governing the sector.Ensuring the optimal and sustainable utilization of national resources.Guaranteeing high standards of technical, economic, and environmental performance.Monitoring compliance with technical and environmental standards.Enhancing a sustainable and attractive investment environment.Strengthening oversight of holding companies and local and international investors.Supporting ministerial decision-making through accurate data and statistics.General Functions of the DirectorateRegulating, monitoring, and supervising all activities of the oil and gas sector.Formulating public policies and national petroleum strategies, in coordination with holding companies, and submitting them to the Ministry for approval.Drafting and preparing legislation, regulations, and bylaws governing the petroleum sector, and monitoring compliance therewith.Identifying national needs for crude oil and petroleum products and ensuring their stable supply.Reviewing and evaluating the granting of licenses and approvals to investing companies and fuel stations, ensuring compliance with technical, engineering, and legal standards.Monitoring the compliance of holding and subsidiary companies and investors with legal, technical, and environmental standards.Preparing comprehensive economic and financial studies for the petroleum sector, including market analysis, feasibility studies, and the formulation of national pricing policies, to support economic and financial decision-making at the Ministry level.Enhancing institutional coordination and digital transformation in the petroleum sector, in cooperation with the Directorate of Technology and Digital Transformation, through the management of an integrated central database and digital linkage with affiliated entities to facilitate monitoring, analysis, and the preparation of national reports.Ensuring compliance with quality and environmental safety standards, and assessing measures taken to improve technical, economic, and environmental performance.Strengthening international and regional cooperation in the petroleum sector through the management of international relations, memoranda of understanding, and cooperation programs, and coordination with international organizations, bodies, and regional partners to transfer modern technologies and support technical development.Preparing periodic reports on sector performance and submitting them to the Ministry to evaluate outcomes and take appropriate decisions.
